I'm confused ???
Are you looking to be able to pan & tilt your existing camera or are you looking for a replacement camera?
There are several software solutions for cameras that will work with a Vanguard camera.
PcCompanion will control it, and view it if needed.
If you just need to control not view, just about any x10 software solution can send the commands.

You could make your own software controller if you have some experience with coding and the SDK.

If your looking for a camera replacement there are a few IP cameras that have a zoom function though probably not 44X

It is Compatible with XP SP3 to Windows 8.1
A new version 4.0.4.5  should be out this weekend.
Since your running Windows 8 all that will be needed is the AHP SDK which I have links to on my site.
If you find you can't figure out how to do what your looking to do post on my forum.
I'm sure someone will be able to help get it to do what you want  ;)

You need a va12 or 13 usb video adaptor or some other capture card  to put the video from the VK77A on the PC.
If your using it wireless then you'll need a wireless receiver like the VR36A to convert the signal so your capture card can use it.
Once you have that setup you can click on the options side panel of PCC and bring up the View camera page.
Then go to camera settings to put in the info for that camera and save your settings.

You will need a cm19 or cm15 to run a PC program and it connected to the PC.
Do you have more then one camera?

Truice , I dont see where i tell PCC to see the CM19a or the CM15a.. It does ask me to make sure the CM15a drivers are loaded when i open the camera page.. THey are loaded .. Am i missing something. I still dont see where i can add my VK77a ... its on signal C1 because my hand remote controls it ok...

You add it in the configuration page(icon at bottom above magnifying glass)a new screen will open you add the x10 address and a camera name click save
Current build of PCC has some issues with the camera view page but you should be able to view from the main UI at least.
I'm working on sorting out the issues now.

ok from the side panel go down to view camera page (I assumed you were already there) click on that then in the page that opens, open the configuration page and enter the info for your camera.

Have you been able to get PCC to display your Vanguard?
I've added some vanguard specific controls to the next release (4.0.4.8 ).
But since I don't own one I can't be 100% sure the adds will work. :-[

Hi Tuicemen,  I can get PCC to see them camera but I cant seem to get control.. the camera is (i assume) C1 being that it doesn't really have a control switch to say what house code to use and you program it with the pad... I didn't see any controls to Zoom in or out or focus on this version. Did get a picture tho :)  . Would be great to figure it out tho being these camera have a great picture on them and there a a few of them out there..
